Long safety plans can contain essential detail, but a team under pressure also needs concise, approved prompts. Build operational playbooks from the venue's existing emergency arrangements and involve event leadership, security, medical, facilities, and relevant authorities in review.
For each scenario, identify who verifies the signal, who has authority to act, how teams communicate, and what actions are appropriate for that venue.
A digital system can surface the relevant checklist when a report or threshold calls for attention, but it should not prescribe action without human assessment.
